Background DHS is a Cabinet department of the U.S. Federal Government. The department has the responsibility of responding to natural disasters and protecting the territory of the United States from terrorist or other attacks, with the mission of preparing for, preventing, and responding to domestic emergencies,
DHS became operational on March 1, 2003, and has over 200,000 employees, making it the third largest cabinet department, after the Department of Defense and Department of Veterans Affairs. Homeland security policy is coordinated at the White House by the Homeland Security Council.
Some other agencies that have specific homeland security responsibilities include the Department of Health and Human Services, the Department of Justice, and the Department of Energy.
Information Technology Background
Information technology (IT) is a critical tool for the Department of Homeland Security (DHS), according to a recent report from the Government Accountability Office, "not only in performing its mission today, but also in transforming how it will do so in the future." In light of the importance of this transformation and the magnitude of the associated challenges, GAO has designated the implementation of the department and its transformation as high risk. GAO has reported that in order to effectively leverage IT as a transformation tool, DHS needs to establish certain institutional management controls and capabilities, such as having an enterprise architecture and making informed portfolio-based decisions across competing IT investments.[1]

Recent GAO Reports Critical of DHS In report GAO-07-424, entitled INFORMATION TECHNOLOGY: DHS Needs to Fully Define and Implement Policies and Procedures for Effectively Managing Investments GAO says DHS didn't fully define eight of 11 policies and procedures listed under the IT Investment Management framework created via the Clinger-Cohen Act. Whiler progress was noted on several fronts, the report mentioned that procedures for selecting investments do not cite specific criteria or steps for prioritizing and selecting new IT investments.

Note on 2007 & 2008: Most civilian agencies other that the Homeland Security Department have not had a full budget approved since FY2006. A continuing resolution has keep agency spending near 2006 levels. Homeland Security had its budget boosted in mid-2007, and approved for 2008.
