The US Office of Management and Budget (OMB) reports directly to the President and coordinates the spending, management, and legislative activities of the executive branch agencies on the President's behalf.
The agency has about 500 employees but wields considerable influence beyond its size because of its influence on agency spending and policy. In recent years it looks increasingly like "corporate headquarters" with the Director of OMB serving as the defacto "chief operating officer" of the government.
